What the tradition says
Human Design reads sacral authority as the body answering before the mind has finished the sentence. The Sacral responds to a question put in the present tense with a sound, uh-huh or unh-uh, and the tradition holds that sound to be the truth of the moment: not a preference, not a plan, but whether the energy is available for this. It is the authority of most Generators and Manifesting Generators, and it works only when the question is asked out loud.
The honest shadow is the mind overruling the gut: the sensible yes given where the body said no, the opportunity declined because the reasons were good and the response was ignored. The tradition reads a sacral person who does not listen to the sound as the most frustrated person in the design, because the answer was always there.
How the chart gives sacral authority
The gut responds before the mind has finished the sentence, and the response is a sound rather than a reason. It answers yes or no questions and it will not answer open ones. The usable version is to have things put to you as a question and to listen for what the body does, which happens immediately and does not argue its case.
On an ordinary day
Sacral authority on an ordinary day needs somebody to ask the questions. Do you want this? Is this the one? The tradition says the Sacral cannot ask itself, and that a partner or a friend who asks plain yes-or-no questions is the sacral person's best instrument.
What Western astrology cannot see: a decision mechanism
A Western chart cannot say whether you decide in the moment or over a wave. Sacral authority says exactly that.
Western astrology has no type and no authority: nothing in a natal chart says wait to respond or inform before you act, because the tradition reads placements as qualities rather than as mechanics. Human Design takes the same moment of birth, and a second moment about eighty-eight days before it, and reads the sixty-four gates as wiring, so that a type is a type by the shape of the circuit rather than by any planet's meaning. That is why a person can have a Western chart full of fire and be built to wait. We show both, and where the strategy and the Sun sign pull in different directions we say so rather than choosing.
The mechanism is only as good as the birth time: the design side of the chart moves with it, and a defined centre can open with an hour's change. The calculator says which gates and channels carry the definition, and flags a chart that sits near a boundary.

Who has sacral authority?

Can I have two authorities?
No. One centre decides, by rank: a defined Solar Plexus outranks everything below it, which is why nearly half of all charts are emotional, and sacral authority applies only when the centres above it on the list are open.
Can my authority change?
No. It is fixed by the birth chart. What changes is whether it is followed, and the tradition reads the not-self theme of your type as the sign that it is not.
