The authority of a defined Solar Plexus: the wave. Human Design's authority is the part of the chart that is meant to decide, and this page is the reference for the commonest one, which decides slowly.
What the tradition says
Human Design reads emotional authority as a decision made over time: the Solar Plexus moves in a wave from hope to pain and back, and there is no truth in a single moment of it, only a position on the wave. The tradition's instruction is to wait: to feel the decision from the high and from the low, and to act only when the feeling has settled into something closer to clarity than to certainty. It outranks every other authority, so anyone with a defined Solar Plexus decides this way.
The honest shadow is the decision made at the crest or the trough: the yes said in excitement and regretted in the dip, the no said in the dip and mourned at the next crest. The tradition reads the emotional person's life as a series of commitments made at the wrong point on the wave until the waiting is learned, and it does not pretend the waiting is comfortable.
How the chart gives emotional authority
A defined Solar Plexus, which moves in waves. The practical form of this is a delay: sleep on anything that matters, and notice whether the answer is the same once the mood has moved.
On an ordinary day
Emotional authority on an ordinary day is the habit of sleeping on it, and then sleeping on it again. The tradition asks for a night between the question and the answer, and more than one for anything large; the feeling that survives the wave is the one to act on.
What Western astrology cannot see: a decision mechanism
A Western chart cannot say whether you decide in the moment or over a wave. Emotional authority says exactly that.
Western astrology has no type and no authority: nothing in a natal chart says wait to respond or inform before you act, because the tradition reads placements as qualities rather than as mechanics. Human Design takes the same moment of birth, and a second moment about eighty-eight days before it, and reads the sixty-four gates as wiring, so that a type is a type by the shape of the circuit rather than by any planet's meaning. That is why a person can have a Western chart full of fire and be built to wait. We show both, and where the strategy and the Sun sign pull in different directions we say so rather than choosing.
The mechanism is only as good as the birth time: the design side of the chart moves with it, and a defined centre can open with an hour's change. The calculator says which gates and channels carry the definition, and flags a chart that sits near a boundary.

Questions people ask
Who has emotional authority?
Anyone with a defined Solar Plexus, whatever else is defined. The tradition ranks the centres, and the highest defined one on the list decides; emotional authority is first of seven.
Can I have two authorities?
No. One centre decides, by rank: a defined Solar Plexus outranks everything below it, which is why nearly half of all charts are emotional, and emotional authority applies only when the centres above it on the list are open.
Can my authority change?
No. It is fixed by the birth chart. What changes is whether it is followed, and the tradition reads the not-self theme of your type as the sign that it is not.
